NPC, NDPC Strengthen Collaboration on Data Protection

Abuja, 9 June 2026 — The National Population Commission, NPC, and the Nigeria Data Protection Commission, NDPC, have pledged closer collaboration to strengthen data privacy and protection across Nigeria’s digital ecosystem.

The commitment was made when the NPC Chairman, Dr. Aminu Yusuf, received the National Commissioner and CEO of NDPC, Dr. Vincent Olatunji, and his team at the NPC headquarters in Abuja on Monday.

Safeguarding Citizens’ Data

Dr. Yusuf said the partnership would help secure the vast volumes of personal and geospatial data collected by the NPC in the course of its constitutional mandate. The Commission is responsible for conducting population and housing censuses, maintaining the Civil Registration and Vital Statistics system, and carrying out demographic surveys for national planning.

“As we modernise our systems and prepare for future census activities, safeguarding citizens’ information remains central to our operations,” he stated. “Enhanced cooperation with the NDPC will strengthen public trust in government data systems and ensure compliance with data protection regulations and international best practices.”

He identified key areas of collaboration to include secure data management, capacity building for staff, governance frameworks, and public awareness on data privacy.

NDPC Pledges Technical Support

Dr. Olatunji commended the NPC for its role in producing accurate population data, describing it as critical for effective national planning and service delivery.

“Accurate census data is the foundation of development. We must move beyond estimated figures and build systems that Nigerians can trust,” he said.

The NDPC boss noted that as the NPC digitises its operations, the risk of data breaches, identity theft, and unauthorised access also increases. He assured that the Commission would provide technical support to help NPC implement robust data protection measures.

“Organisations that collect and process personal data have a duty of care to ensure confidentiality, integrity and availability of that data,” Olatunji added. “NDPC is committed to working with NPC to embed privacy by design in all digital processes.”

Context

Nigeria’s Data Protection Act, signed into law in 2023, mandates government agencies and private organisations to safeguard personal data and report breaches to the NDPC. With the NPC preparing for the next national census and expanding its digital civil registration systems, compliance with the Act has become a priority.

Both agencies said they will set up a joint technical working group to coordinate the collaboration and roll out training for NPC staff on data protection standards.
