NSA vs HSA: The Politics of security structures
WHAT IS THE DIFFERENCE BETWEEN NATIONAL AND HOMELAND?
Yesterday's announcement by the Secretary to the Government of the Federation (SGF),that the president has appointed a Special Adviser (Homeland Security) has left Nigerians pondering what it means.
In America,the Homeland Security is an entire Department created after the nine-one-one terrorists attack on the New York twin towers and the Pentagon building in Washingto DC,with specific function similar to what is contained in the SGF's press release.
The word Department is a nomenclature refered in the US to mean government ministry.
In other words, the Department of Homeland Security means Ministry of Homeland Security and it is headed by a Secretary (Minister) and not a special adviser as is the case here in Nigeria.
While I was still pondering about the confusion,a friend forwarded to me an analysis by an anonymous author which I find to be a very interesting read and I have decided to share below:
The appointment of special adviser on Homeland security raises important constitutional,administrative and political questions because Nigeria already has the powerful office of the Office of the National Security Adviser headed by the National Security Adviser (NSA).
The creation or appointment of a Special Adviser on Homeland Security introduces another layer into the national security architecture. Whether it becomes useful or problematic depends on how clearly the mandates are separated.
1 . The Existing Office: National Security Adviser (NSA).
The NSA is not just an ordinary adviser.
In practice,the NSA is the President’s chief coordinator of national security and intelligence matters.
The office operates through the Office of the National Security Adviser and coordinates:
DSS
NIA
DIA
Armed Forces intelligence
Counter-terrorism operations
Cybersecurity
National intelligence coordination
Strategic threat assessment
Security policy implementation
The NSA chairs or coordinates many inter-agency security platforms.
Under Nigerian Law And Executive Practice, The NSA Is:
the central intelligence coordinator,principal security adviser to the President and the clearing house for national security strategy.
Therefore,constitutionally and administratively,the NSA already covers:
internal security,external security,intelligence fusion,counterterrorism and inter-agency coordination.
That Is Why Many Analysts May Ask:
“What exactly is left for a Special Adviser on Homeland Security to do"?
2 . What Is “Homeland Security”?
The phrase “Homeland Security” is largely borrowed from the United States Department of Homeland Security model after the September eleven attacks.
Homeland security generally focuses on:
internal threats,domestic terrorism,border security,critical infrastructure protection,civil protection,emergency management,immigration coordination and resilience against internal destabilization.
In theory,homeland security is narrower than national security.
But in Nigeria,the NSA already handles most of these functions.
That is where possible overlap begins.
3 . Areas of Possible Conflict Between NSA and Special Adviser on Homeland Security;
A . Intelligence Coordination
The press release itself says the new adviser will:
Improve intelligence integration,strengthen inter-agency coordination,enhance proactive risk management.
But these are already core NSA responsibilities.
This Creates Duplication Risk.
Potential Conflict:
Who convenes intelligence coordination meetings?
Who gives final strategic recommendations to the President?
Which office has superior authority over DSS/NIA/DIA coordination?
If not clarified,agencies may begin:
“Forum shopping",Receiving conflicting directives or aligning with whichever office has closer presidential access.
B . Internal Security Oversight
The new office appears focused on:
internal security,civil-security cooperation,homeland threats,policing frameworks.
However:
The NSA,Minister of Defence,Minister of Interior,Chief of Defence Staff,Inspector General of Police,already intersect heavily in this area.
Adding another senior security advisory office may:
Blur operational lines,weaken accountability,complicate command structures.
C . Access to the President
In presidential systems,proximity equals power.
If the Special Adviser on Homeland Security has:
Direct access to the President,independent briefing authority or parallel reporting structures,then the NSA’s authority may become diluted.
Historically in Nigeria,overlapping security offices often generate:
Bureaucratic rivalry,intelligence hoarding,
institutional mistrust.
D . Policy vs Operations
A major danger is if the new office drifts from “Advisory” into operational coordination.
For example:
Summoning security chiefs,directing intelligence priorities,influencing deployments or managing crisis response.
That would place it directly in NSA territory.
4 . Why Might Tinubu Create This Position?
Several possible explanations exist.
A . Lack of Confidence in Existing Coordination
This is one interpretation.
The appointment may signal that:
the President feels existing security coordination is insufficient,internal security threats require specialized focus or the NSA structure alone is not producing desired outcomes.
Nigeria currently faces:
Banditry,terrorism,separatist tensions,cyber threats,communal violence,organized crime,sabotage of infrastructure.
The President may believe a dedicated homeland-security-focused adviser can concentrate on domestic stabilization while the NSA handles broader strategic matters.
B . Creating an Internal Security “Super Coordinator”
The language of the press release strongly suggests this.
Notice the emphasis on:
Intelligence fusion,internal coordination,policing-security collaboration,domestic threat management.
This may indicate an attempt to build:
A domestic security coordination center parallel to broader national security management.
That resembles the American distinction between:
National Security Adviser → external plus strategic security
Homeland Security Adviser → internal/domestic protection
But Nigeria’s institutional framework is not structured like the U.S. system.
C. Political Balancing Within Security Establishment
Security appointments in Nigeria are often:
Institutional,regional,political and loyalty-driven simultaneously.
The President May Be:
balancing influence within the security architecture,bringing in trusted personnel or creating alternative advisory channels.
Presidents Sometimes Establish Overlapping Offices To:
avoid excessive concentration of power in one adviser, cross-check intelligence,
or maintain multiple sources of security assessment.
D . Preparation for Security Sector Reform
The emphasis on:
civil-security cooperation,policing reform,intelligence fusion,homeland coordination,may suggest future restructuring.
The Administration May Eventually Seek:
A centralized domestic security framework,state policing coordination,integrated internal security architecture.
5 . Do We Truly Need Two Security Advisers?
Arguments FOR
Supporters May Argue:
Nigeria’s security crisis is too large for one office.
Internal security deserves specialized attention.
Homeland threats now dominate over external threats.
The NSA is overloaded.
Coordination failures require dedicated domestic focus.
Arguments AGAINST
Critics Will Argue:
Duplication creates confusion,bureaucracy expands without solving problems,existing institutions are sufficient if properly managed,overlapping mandates weaken accountability,security agencies may become factionalized.
Most importantly:
Nigeria’s security problem is often less about absence of structures and more about implementation,coordination discipline,political will and institutional efficiency.
6 . The Core Constitutional and Administrative Question.
The key issue is:
Is this office merely advisory or is it operationally influential?
If Merely Advisory:
Conflict can be managed.
If operational:
it may create serious institutional overlap with the NSA.
7 . Likely Real Meaning of the Appointment.
Reading carefully between the lines,the appointment appears to communicate that:
Tinubu wants tighter domestic security coordination.
He may feel current structures are not delivering enough.
He wants a trusted retired military-intelligence figure focused specifically on internal threats.
He may be creating an alternative intelligence channel to the Presidency.
He may be gradually redesigning Nigeria’s internal security architecture.
The language of the press release strongly suggests:
this is not intended to be a ceremonial appointment.
It appears designed to influence:
Intelligence integration,internal security coordination and homeland threat management.
That inevitably places the office near the core territory traditionally occupied by the NSA.
Whether this becomes productive or destabilizing will depend entirely on:
Clarity of mandates,hierarchy,reporting lines and discipline within the security system.
