SAUDI AUTHORITIES CLARIFY PHOTOGRAPHY RESTRICTIONS AND PENALTY GUIDELINES FOR HAJJ 2026  

MAKKAH — As millions of pilgrims prepare for the Hajj 2026 season, Saudi Arabian authorities have issued a series of clarifications regarding the rules of conduct within the Holy Sites, addressing viral reports concerning heavy fines for photography.

The Ministry of Hajj and Umrah has reiterated its long-standing policy discouraging the use of mobile phones for photography and videography inside the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah.  

Security officials emphasize that the primary goal of these restrictions is to maintain the solemnity of the pilgrimage and ensure the smooth flow of the millions of worshippers performing Tawaf and Sa’i. Excessive filming has been cited as a major cause of congestion and a breach of privacy for fellow pilgrims.

Recent reports circulating on social media claimed that any pilgrim caught taking a photo would face an immediate 10,000 Saudi Riyal (SAR) fine and deportation. However, official guidelines clarify the following:  

Permit Violations: The strict 10,000 SAR fine is primarily targeted at individuals attempting to perform Hajj without a valid permit or entering restricted zones without authorization.  

Photography Enforcement: While security personnel are authorized to confiscate devices or request the deletion of footage that disrupts the peace or violates privacy, there is no official decree linking casual mobile photography to immediate deportation or the maximum financial penalty.  

Professional Equipment: The use of professional cameras, tripods, and commercial filming gear remains strictly prohibited without prior media accreditation.

Hajj organizers and travel agencies are advising pilgrims to remain vigilant and respectful of the rules to avoid unnecessary delays or confrontations with security.
